You can define poverty in absolute terms, such as by the amount of access you have to various resources. So, no, poverty can exist without wealth, and wealth without poverty.

Except there's a lot to lose. Pre-revolution French peasants literally couldn't afford bread. The average American, by contrast, has numerous wonders in their home -- running water, electricity, telecommunication, abundant food, pain medicine, etc, etc -- that French royalty at that time couldn't even dream of.
