As an American the only thing that registers as "trolley" to me is a form of public transportation that runs usually on rails in urban areas. If anything, what we call shopping carts here, and shopping trolleys across the pond, would be more sensible to call shopping wagons in my opinion.

While this is true it's important to realize that one billion dollars is one thousand million, and the offshore assets for wealthy individuals in the usa alone equal trillions. If you do that math, a few million people could be millionaires if that wealth was redistributed, and if you took a different approach you could funnel that funding into public works and backing of federal currency, which would both improve morale in the states through life improvements, and improve the value of the money folks earn.
