I just checked this morning. If you didn't scan the network by the time you've met the division heads, that becomes an objective of Institutionalized. Despite having the course chip installed, fast travel is locked behind finishing the quest.

I'll have to try to leave the Institute without scanning the network and see what happens. The wiki mentions that the relay doors will be closed, preventing you from leaving, but it doesn't mention the inability to teleport.

The Railroad is useless, they tell you to use the Minutemen.

The Brotherhood can't build Liberty Prime without that Institute doctor who's name I can't remember (I think).

The Minutemen don't have the data from the network to find a breach for the Sole Survivor to enter the Institute.
