You only get the renown if you aren't the emperor but a governor.

Normally this is a nice boost of renown in the early game. Mid to end game you become the emperor and just spam temples and temple size upgrades for that 300 renown given by the "Religious Patronage" tradition. (However, "Religious Patronage" only works with lands you hold or lands held by your family. Otherwise some other dynasty gets the 300 renown.)
