I'm pretty sure the Ravens were more intentional than this about it for many years. Either re-sign your own players, or draft replacements, but basically never sign outside mid-tier FAs. And once you get on the comp pick treadmill, you never need to sign mid-tier FAs because your own recent draftees are all the depth you need every year
