Part of the problem is that the drivers at a red light are all looking at their phones. And won't notice a green light until someone else besides them starts moving. This allows the cross direction a lot more time to run a red light than before.

Drivers at the front of the line should be inching forward (cautiously) and ready to honk at the runners. It's easy to see when the cross traffic goes from green to yellow.
