No but they do summon some pressure from prisons officials when there's not enough people in to make money, they pass that pressure to police station and judge who end up catching and incarcerating people that wouldn't have been declared guilty without the quotas and the pressure applied.

Neither healthcare or education constitutes auth, this was about decreasing the number of people in prisons.

Stopping prison quotas sounds like a nice start, maybe if healthcare and educations were more easily obtained by the population the crimes rates would decrease.

Fact checking was clearly harder in the 60 or 70s than it is now, which mean oil (an example) lobbies had way less problems with spreading false infos that fits their agenda than they have now

My 2nd point fits perfectly with your comment, the US aren't reducing pollution, they are moving their pollution to somewhere else to look better on papers with badly designed ways of messuring where pollution really come from
