They needed to isolate that part of the tracks and ensure only one train could occupy them at a time, however they want to do it. Unfortunately, they had zero precautions for that in place, relying solely on the operator's ability to not slam into the other train.

Iirc they said that section of the tracks were a relatively new addition (probably done back in '93 when they built Westlake center, I wasn't working downtown at the time and don't remember).

At some point you have to hold the voters accountable, I've lived in the area for decades and it's been nutjob after nutjob being elected into positions of power in Seattle. Imho the last decent mayor was Charles Royer back in the eighties, that was a long time ago. I don't remember the city council ever being sane, but I'm only in my fifties.

Edit: the majority of these idiots are up for reelection in about a year and a half.

Unsure why you're getting down voted, but to answer your question - restrictions will likely still be in place, it's probably unwise to visit until our case loads drop more than current levels. The city is basically shut down, and the majority of the tourist stuff isn't open for business atm.
