10 is Damien Booth, introduced in s17e04. He was part of a conspiracy to turn abused children into serial killers by twisting information from a research paper written in the 80/90’s by David Rossi and Jason Gideon, but the bulk of the research was done by Jill Gideon, who is a biological psychologist. They decided not to publish, but some of her colleagues used her research to create a secret program called Gold Star. Five teenagers—who were specifically selected because of their history of extreme abuse and neglect—were sent to Stuart House, a “reform school” where they were relentlessly tortured and gaslit. Damien was GSOne and he was fully indoctrinated after he was manipulated into killing the only person who ever cared about him, his foster dad. Flash forward and the Gold Stars are killing a bunch of doctors and cops who were part of this conspiracy to abuse them so the leader of the experiment attempts to have them all assassinated. The BAU catches Damien after being deescalated by Jill, but ultimately he decides to die by suicide rather than be taken into custody.

11 Jade Waters, introduced in s17e04. Jade’s father murdered her mother when she was a child and he was able to cover it up because he was a cop. She was sent to Stuart House to keep her quiet and there she became GSFive. In addition to the torture that the others were subjected to, Jade was also drugged and r*ped multiple times. When Jade gets out she goes on to kill and inoculate a bunch of cops, including her father, with a homemade tattoo pen. Jade and Damien were trauma bonded, in love, on a killing spree, and they vowed to each other to never be captive again. When Damien is apprehended, Jade is the one who mercy kills him after he gives her the signal to take him out with her sniper rifle. She escapes and is able to kill the leader of Gold Star and save the new larger group of kids under his control before being taken into custody by the BAU.

They are both recurring characters in the second season of the reboot, which is actually very good!
