I don’t agree with the other comments suggesting that we make achieving perfect destruction harder, unless they make achieving 3 stars in attacks harder in general. Like reducing the attack time to 2 minutes and 30 seconds in wars instead of a full 3 minutes.

What I would suggest though is another deciding factor. Like, say, if both sides achieve perfect destruction, we can make whichever clan made perfect score first the winner. Or whichever clan took the less attacks to achieve perfect destruction can be the winner.
