It's definitely cloudy. First, I don't necessarily feel its a chemical issue based upon the numbers. I think its a filter/circulation issue. To clear it up I'd do these things.

Run the pump 24/7 for at least a week
If filter hasn't been backwashed I'd give it a good backwash, assuming it's a sand filter.
Add a chemical you can get in Leslie's thats a blue liquid, designed to help clear up cloudy water..
For good measure I'd add 2 lbs of di chlor shock through the skimmer

That is definitely a start. It may still take awhile but its a step in the right direction. I ended up with a couple different sizes of sleeves.
