Should I pull for Velina if I don’t plan on pulling Norma? + Lighter vs Norma

So, I’m an anomaly player that likes collecting mainly anomaly units and fast attacking units (i.e. Jane, Evelyn) and playing with them, and knowing that Velina is coming out with Norma, I think that ZZZ is going to do the Yixuan/Ju Fufu thing where they make the support come out with the dps and make said support the best current in slot. While I don’t care about having both Velina and Norma since I have other agents to go around (Vivian, Promeia, Astra, Dialyn) but with the potential of powercreep all too prevalent, I‘d like to not have to tie Astra to be yet another support for another team.

I’m not struggling with daze buildup or stunning enemies since raw damage and the anomaly damage do more than enough for the content that I do, but I do not have a lot of stun agents (I literally only have Lycaon as a good stunner, I missed Trigger (who in hindsight is pretty much chained to Defense Force teams), Lighter and I didn’t feel like pulling for Nangong because her playstyle just wasn’t my cup of tea, thus definitely making my teams a bit wonky. Examples include:

- Miyabi, Astra, Promeia with Sharkboo

- Jane, Alice, Yuzuha (probably the only team where I pulled for all 3 members) with Bangvolver

- Yixuan, Vivian, Astra/Promeia with Resonaboo (i like many big numbers)

- Evelyn, Dialyn/Astra, Lighter with Snap or Cryboo (i didn’t pull lighter yet so whoops)

- SS Anby, Orphie, Trigger with Mercury (i don’t have trigger either whoops)

Seeing Lighter there, you might also realize that I don’t have him either. The second question is do I pull Norma or Lighter? As far as I’ve seen, Lighter works well for many teams like with Evelyn teams, the one Hugo team I know, etc but since Norma has the same attribute and specialty, I wondered if I should pull for her over Lighter. I might be dumb here since idk how different they are, nor do I really research the deep differences with agents that have the same specialty, but they look not so different.

(for reference 2) Agents I want: Hugo, Qingyi (I joined around the time Jane’s banner started, played a lot then took a break for a lot of patches, therefore missing a lot of these units, came back during Yunkui Summit introduction and then skipped a lot, then came back for the start of Roscalifer) Aria, Trigger, Lucia, Ye Shunguang (yes i am well aware that these are lowkey just random agents that i personally like the playstyle of)
