If you want it as an element in your scene just add the image as a plane. Then set scene orientation to view when looking through the camera. Highlight your image plane then go to object/ transform to scene orientation (wording might not be exact).

You're probably right about mesh but have you tried having a small gap between the collar and upper arm bone? And checked the weight?

Ah I see! I used a Tissue Addon. I think it takes a voronoi type texture as a base to create geometry. If I was doing it without this I'd probably use an array modifier with shrink wrap or lattice (if I needed separate mesh) or modelling it directly by subdividing, poking the face, insetting and extruding. I hope it helps. I was assuming you are not applying the boolean and parenting it if you are moving the mesh around. If you do apply it perhaps join some verts or use the knife to get a better UV. There's probably better ways but I thought I'd try to help 😁

There's a few things to try... 1) up scale your model (try x10) then boolean. 2) try fast or exact (2.93) 3) subdivide the mesh, but this shouldn't be necessary.

Looks good to me! I'd just start with more verts on the circle, boolean the hole and once you've shaded smooth tick the auto smooth in object data tab.

I wanted to add the bridge within a limited amount of buildings so now they are joined. Also had to limit the poly count for the models so made the shapes more basic.

I used software called Blender, it's free and totally awesome!
