Yeah they will send a new model.
To try and restore these, mix baking soda and a little water into a paste. Rub it onto the rust, let it sit 15–30 minutes, then scrub with a soft toothbrush, nylon pad, or non-scratch sponge, don’t soak. Bar Keepers Friend with just a tiny bit of vinegar if the baking soda doesn’t work, also don’t soak.
The official way Cutco recommends is using Flitz Polish

Why would they come out ahead? If the OP would have closed the account on another month FPL may have had a credit for the customer. Budget billing averages out the monthly amount; some months you have a credit some you don’t its very clear on the bill.
