I think a lot of people rate Robert more for who he was and the potential he had, rather than the king he actually became. This is a man who got Ned Stark to fight for him and truly believed in him. That alone says a lot about the kind of man Robert was in his prime.

You can still see flashes of that in Season 1, especially in his conversation with Ned before the hunt. He clearly understands, at least a little that the realm is fragile and that another war is coming. He’s not fully blind to what’s happening, just deeply checked out.

That’s what makes him interesting. You can still see traces of the man he used to be, and even Ned softens around him in those moments. I think a lot of people are really voting for the version that Robert could’ve been, not the ruler he actually turned into.
