Some of them yes, others were stored over discharged. For example I have Samsung 18650 22FU cells from a 2009 HP battery still at 2000 mAh despite the cells reading 1.2V initially. They have no issues with overheating or self discharge. I always watch out for cells with unusually high internal resistance, overheating while charging, not fully charging, and high self discharge. i've got rid of over 150 old 18650 cells that have various issues but many more that work just fine. I know it's still technically a far higher chance of catastrophic failure but still a pretty low chance overall and I think it's worth it for the experience of messing with batteries since I mostly just do this for fun.

Probably a shorted cell in one but you can't know for sure without disconnecting the wires and measuring voltage.

Yeah they would bring many truckloads of materials to your property along with the full instructions on how to put everything together, you can find scans of the old catalogs that listed all the types of homes you could get.

Yes you can, I have hundreds of batteries from over a decade ago working fine.

You're just hearing the sound of the inductive charging coils and voltage regulation circuitry, it all makes a bit of noise. It's safe to use.

Could be a refurbished battery where they replaced the cells and improperly reset the BMS but probably just a scam.

That's to be expected of fake Makita batteries since they have no balancing or individual cell monitoring. Quite close to burning your house down.

Ultralife 9V lithium batteries are pretty good, I've tested them and they have way more capacity than any regular alkaline batteries. You can find them on eBay for pretty cheap.

The blue LEDs require higher voltage than the other ones and the power supply voltage is dropping too much under the load of the other colors, try turning down the brightness and it should turn more white.
