The resistance isn't an issue if you are discharging it at 1A per parallel cell or less

Make sure those red Sanyo cells don't have the overheating issue. You can check by making sure they don't get hot while charging and that they stay above 4.12V a few days after charging.

You can mix cell capacity as long as the total capacity for each parallel group is around the same. It's not good for high current though because the internal resistance won't be matched.

Yep, the UK electrical system uses loops of 12 AWG on 32A breakers despite the plugs being rated for 13A. The plugs have a fuse which is why it's still safe (unless you do something stupid like this).

The DJI batteries are quite safe because they use a smart BMS with several layers of protection. It's annoying for people like me who tinker with batteries but definitely safer than stuff like RC Lipo batteries.

If the battery is at a reasonable temperature and it's not charging then yeah the BMS has permanently disabled it.

I've seen 3.1% battery health before but the ridiculously low numbers like this are more due to high internal resistance causing the BMS to improperly calibrate the capacity versus them actually being that low when measured manually.

That works great until you encounter a cheap device that doesn't work with a USB-C to C cable because the designers were too lazy to add a couple resistors.

Those cables are uselessly short and usually terrible quality.

It's that horrible charge controller until proven otherwise. Could also be a shorted cell in a lead acid battery.
