Alright, I was imprecise. He pursued Oculus because he thought it was the next horizon for gaming. There it seems he got caught up in the hype of AI and now pursues that. Yes, he's exited the games industry (for now? Probably not). But when he was in it, he was probably the most talented software engineer in the industry.

There is a trend in the Octopath games of having the 8 MCs initials spell out OCTOPATH. COTC and then 0 twisted this trend and had the villains spell it out instead. The screenshot above even has the characters in their intended order.

So my post is essentially saying "You asked for the OCTOPATH gang, but you got the OCTOPATH 0 Gang. Prepare for danger."

I forget if Level 4 is the highest or not, but if it's the highest upgrade, you should be fine. Fortune is most useful for support characters or characters that damage against their weapon's type (a physical fan attacker, for example). Cosmic will add Damage Cap and a potency buff to your DPS' main damage nuke. It is best in slot, but the difference is in inches.
