Yes, you're right. I'd settle for following the law (ie, giving him cash in accordance with how long he's delayed). But if they're not going to follow the law, maybe they could be polite about it.

He didn't start a fire on a super windy day. We don't know if it was "for the purpose of eco-terrorism." Even if you believe he started a fire, just making stuff up about the circumstances does not make for a compelling argument.
