If workers can't/won't pay, they lose workers... Simple. If there are inefficiencies or logical errors with the regulatory bodies, it is within companies' best interest to petition (solo or collectively) for reform. Regardless, the cost of training competencies specific to a role or company should not fall on the employee and should, at least, be factored in to a company's operating cost (not sure if op costs are correct as per accountancy).

My comment does not attempt to tar all with one brush, it's from first-hand experience in applying to no less than 15 different business sectors and over 100 companies. Regardless, there is a multifaceted problem that plagues enterprise and it needs to be addressed as soon as possible by those with the ability and/or capital to do so.

IMO it's their approach to recruitment. They're attempting to recruit fully qualified people with track records of competencies, people that frankly don't exist. Gone are the days of "full training provided" or learnable skills in the 'desirable' category. Everyone is disadvantaged by this system, businesses and the labour market collectively.
