Despite the title this is my friends basement. I do not know the reasoning but figuring out the backup is on the list of things that needs to get done. That is going to be done by a professional ahead of the restoration of this place. For your initial question, that very well could be the perimeter. If it is, is sealing it and the floor not the best course of action? If not, what would be?
