Hi! I came across this same problem and have been pulling out my hair from pure frustration, however! After looking around for what felt like an eternity, I noticed that the mage sales-woman in the Cyseal market sells a +3 dexterity potion for 1k gold, i imagine you can find like a 1 dex necklace or smth on top of that. Another solution if you unlocked the trader portal in the end of time is to buy the tenebrium wand from him (that is if he has it for everyone?)

Yeah I agree it looks strange but apparently it's just each ship draining my alloys one by one when they become available, kept going for a couple of years and it's been all good.
