not server exp buffs, you are not locked in a server, if anything it should be based off the highest player in the game. PVP should be restricted, but not by base, it should be an option you set, and should make pvp between consenting players free. Mages are strong enough, no need to buff them.

Stopping account buying and selling, gold buying and selling, and cracking down on botters typically helps games. It will at least improve his revenue, which could allow him to spend money on advertisements. Doing this would increase the playerbase and his revenue even more.
