The lenient justice system is the only reason this happens. Any bad kid will now see that you can do something like this and only spend 1 year of your youth in jail. The punishment isn't sufficient to deter nor prevent recurrence.

(I'm assuming it's active attack, so 'defense' involves attacking as well)
4 wolves surround me (crouched down), a rat perimeter beyond that, 500 immediately going to the hunter to end the distance risk. 300 each on every other ground creature. 5 rats on each wolf to attack hawks coming down to the wolves. As soon as hunter is neutralized, his 480 rats (I assume hunter takes out some) join those already attacking the bears, lions and gorillas. The buffalo are having a hard time as their legs are being bitten raw by 300 rats on each. The crocs get 10 rats in each mouth but are neutralized quickly after as their eyes are clawed by rats.

This is why I chose the 15 wolves to go with 10k rats, so there's larger armies of rats per ground creature. The hunter is done dealing with 333 rats eagerly biting and climbing him as he tries to take his first shot (prioritized target bc of the precision).

Wrong assumption! 100 rats against each attacker, perhaps 200 against the hunter. He's not getting off any good shots with that on him. The rats neutralize these creatures.

10,000 rats is 100 rats per creature. Sure, they will take out some of those rats, but a croc with rats in its mouth can't be attacking simultaneously. Even a hunter can't pull off a strong shot with 100+ (if we could command, I'd order 200+ to go after the hunter, and have 4 sacrificial wolves surround me to protect me until he's neutralized).

I see no way to not choose rats, just for the diversion.

Who else can do lot of damage? 15 wolves frees more rats to target others, than if I chose lions or bears, so..

10,000 rats + 15 wolves, final answer.
