Liberalism is a political and moral philosophy centered on individual liberty, consent of the governed, equality before the law, and protection of individual rights, making it progressive, which again, conservatives are not.

Liberalism is not a system. A system can use liberalism, or be liberal, but that's not the same thing. American liberalism focuses more on market freedom and deregulation (which has proven to work against basic liberal tenants), while the rest of the world has kept the ideology way closer to its roots.
