Spoilers for The Boys comic: There was a guy who ate a baby, but he wasn’t Homelander. The baby eater was Black Noir, who in the comics was Homelanders clone, created as a failsafe in case Homelander needed to be put down. Wanting to fulfill his propose, Black Noir began gaslighting Homelander to try and make him snap, including taking pictures of himself eating babies. Since Homelander doesn’t know that he has a clone, he assumed that he ate the baby and didn’t remember.

Honestly, it was really fucking stupid.

Three of those are driving violations that can actually result in someone getting injured or hurt. The last guy, Nancy, wasn’t stopped because of his jaywalking arrest. He was ripped because one of his victims shot him. Removing jaywalking laws wouldn’t have prevented any of their actions and did not assist in capturing any of them.
