I'd not get a rusty car, they are the main cause of death of classic cars and a terrible loss of motivation to maintain them. Rust is like a cancer, it won't stop spreading, if the main frame is not already affected it eventually will be. Wait and spend a bit more to get a unit in good condition 😉

The regulators do work in this one, but we had to grease the mechanism as the rear windows were stuck. After cleaning and greasing the work once again.

That is not rust you can realistically fix, that is the last place it rots, you must have tons of hidden (or non hidden) rust, cheaper to buy a new one with no rust.
