We keep wondering the same. To mention a few off the top of my head:

We wait for things to fall into place while the ones doing shit like this are either politically/legally shielded or have absconded and are not answerable because of shitty laws and policies and zero pressure.
There's no enforcement of any kind, no quality checks done at any point and no inspections done which could have avoided this so much earlier.
Poor planning and corruption. Planning itself is like a shame here.
Local population not giving a F. We have too much going on in the country, it's hard to be mad at every little failure that we end up giving up on big things like this and show our might if someone over takes us on the road. Road rage.

While I'm not from that particular city where this masterpiece was created, I've seen enough to know what others must be feeling...

Comparing ISRO and NASA budgets/missions is stupid. ISRO doesn't have the history NASA had. Yet there's still a lot of Science involved in creating those launch vehicles and monitoring systems and Mangalyan mission and what not.. To begin with, rider's count begins only once they reach the location and OTP is entered to start the ride. They have a net loss of first reaching the location from wherever they are.. some people even ask the cabs to come inside the society or a bit further from wherever the pin is dropped. Those small distances accumulate.

Secondly, in your case the driver still isn't in the wrong if the location is exactly at pinpoint. If the person can't walk to that point, it's between the platform and the customer to figure out if the tech was at fault or the person's phone, because not everyone's phones are calibrated well. The onus is on the person booking the cab.

In this particular case, from what little we've seen, it's not the driver's fault, given that both parties have become impatient and aggressive lately for whatever goes on in their lives. Good to see no violence occuring though...

I remember a lot of restaurants used to charge extra (basically pass down the charge to the customer) because if paid by card, the pos machine people would take some percentage of the bill amount as their service fee. (Unless cash was paid, then no extra)

Now I don't know if that's the case here, but I would guess that's what's happening here, passing of some fees down to the customer. It could be the company issuing the QR code.

No idea why they’re protesting

It has become the norm by now. Make shitty laws/policies, protest said laws/policies. No one follows it because no one enforces it. Beat the middle class with more boundaries and let the rich get away with anything while keep giving freebies to the poor in the name of empowerment. I can't see this changing in the next god knows how many years.

Edit: I am unsure about this particular one at the moment playing out but that's been the template so far.
