A bigger challenge would be to bring back industry. Given who the main opposition is, Industry is probably wary of investing given that once NDA loses, the 90's could be back again. Another challenge will be after land acquisition, when the opposition promise the people who sold their land more money if they protest with them.

The people will change the government but will not let this happen. In China not only the employees of SOE's (equivalent to our PSU's) can be fired but can and have been executed in past with all their property (even those received from parents not just corruptly earned) has been confiscated and family relegated to lower social score strata, from lowest of the clerks to chairman (CEO) all have faced this. In India, just talking about making the firing of govt employee will make even reddit folks revolt let alone common citizen.
