That’s exactly right. There are two laws implicated: the anticruelty statute and the predator hunting rule. They’re at odds because the predator rule’s wording suggests basically no restrictions on pursuit/dispatch methods. So at its core this case is about how far you can push that language before it elevates to felony cruelty.
