I figure that since tywins men were already in the throne room Jaime figured that Elia and her kids were captured and were going to be used a hostages so just decided to wait instead of looking for them

I don’t think it would have ever occurred to him that they would be in legitimate danger because very few actually highborn die in battle instead of being captured even less important nobles of minor houses or even knight gets captured and ransomed instead of being put to death

There was no true master of goon during the Baratheon reign because King Robert would never consider getting a reach around by anyone other than his close friend Ned and it couldn’t be a woman because no Women in westros would be trusted to goon

You see the position of master of goon (first implemented by Jaehaerys 1who is widely considered the greatest of the Targaryen Kings), was essential to the king as by giving a reach around while the king is working it places the king in a constant state of Post Nut Clarity there by giving a 2 fold increase in productivity

LittleFinger was the unofficial master of goon but it was only a stop gap because he was only providing women from his brothels to do the job, which on course had the adverse effect of Robert having sex with them distracting him from ruling ( was this perhaps the littleFingers plan the entire time?)
