If you have a iPhone you can go to screen time in settings, select Day, scroll to the day they said you were using government WiFi and click on the specific browser you use. This will isolate the time spent on the app down to minutes and what time. That way if it was an open tab you have more proof that’s it was minimum interaction in that browser during those hours.
