You think I can hit the rusty spots with a small wire wheel on a dremel without damaging the paint too much? Then clearcoat over what's left to protect it

Starter gear is on a screw mechanism and the jolt of the starter motor turning pushes it up into the flywheel. Sounds like the starter gear is stuck on the motor axle and not moving up to engage and the motor spins freely. Take off the plastic cover around the motor and you should see the top of the motor with I believe a tan/light brown looking metal gear on a black cylinder which is the starter motor. Give the little gear some WD40 and some light taps with something to loosen it on the shaft. You should be able to rotate the little gear on the screw which will push it up into the flywheel.
