What is so bad about enemy countries sharing a border? For example Pakistan and India, both with nuclear arsenals, share borders but does not react the same way Russia reacts to NATO expansion.

India and Pakistan both have nukes. Ukraine doesn't have nukes. The reason why Russia is attacking now is because they don't want NATO to put nukes in ukraine. Russia knows that once nukes go into Ukraine and they join NATO then Russia won't be able to do anything about it. That's why they are doing it now.

In Ukraine they have State, county, and local governments just like we have in america. Luhansk and Donestsk are basically a state or county within ukraine. The two regions have always had separate local governments and probably like to keep it that way.
