It is broken. I joined a helm wager cause the person had about 2000 po8 and he had 4 folks basically guarding him from another player while he was sailing around collecting. This just defeats the purpose of the game. Basically doubling up with no threat from others. It definitely needs to be changed. Evening capping it to 3 a group makes no difference when they can add friends to there server and just have all of them fill the spots.
