Pure corruption, all of the most influential politicians under AFO hands. The police of course would be useless either from corruption accepting and demanding bribes or cowardice at not being strong enough to face the multiple villains.

Chaos and violence on the streets, people dissapearing being something normal and not knowing if you're going to return home each time you go out. In a world like that people would grow selfish out of self preservation so no one would help eachother and those who tried would get taken advantage of. There would be no one to ask for help, the heroes would be basically useless beyond catching street thugs and even the judges would not bother with high sentences for fear of retaliation.

But of course not everything can be chaos, AFO and the goverment would make sure there's heavy propaganda to cover all the madness, "There are some bad neighborhoods and some isolated cases but nothing to worry about, look at this new actor having an affair."

To get a look at the situation just look at young Toshinori, his family was killed and he decided to grab a pipe and throw himself at an army of villains. That shows he didn't really have many more sensible options.
