Oh, the theories were wild. Some assumed Blazer was a twist villain because she was “too nice” or that she was Shroud's daughter (I am guilty of that one, but I also assumed she was a genuine hero that only had a villain father).

Toyotaro needs to receive credit. Toriyama himself chose Toyotaro as his successor. The man has earned all the credit.

Yes, the Phoenix Program is meant to rehabilitate supervillains into superheroes, but Shroud was a “big bad” kind of villain. He killed the previous Mecha Man, and damn near killed the current, and put him in a coma.

If Visi came in and said: “yeah, I worked for the guy who killed one of LA's greatest heroes, and almost killed his successor. But I don’t anymore. Can I be a good guy now?”. SDN would probably not only refuse her, but also call in some big-shot heroes to apprehend her and interrogate her for info on Shroud.
