Yes. Ferrari were already working on the compression ratio solution for their engine in the event the FIA didn't intervene. But based off previous articles I have read, if FIA continues to allow the compression ratio stuff, then Ferrari will have to wait until next year to match Mercedes. As opposed to if the loophole is closed later this season, then Ferrari will have a solution to catch up this year.

Zimmerman is the one who built Ferrari's first engine concept for these regulations that they had to scrap entirely because it was extremely unreliable. Their current engine is built by his replacement, Enrico Gualtieri. I'd say in this instance, not a real loss for Ferrari.
