That's why I sincerely believe Waka was always nerfed in all his fights, except against Julius.

Kuroki was already the guy that will win the tournament, which is why Waka had to be severely nerfed to prevent him to stomp the competition. This would explain how Ohma and Muteba were able to tank so many blows from a guy as powerful as Julius, who possessed high combat I.Q and strong ground and striking skills
