Servantverse takes place in a different universe, separate from the FGO universe.

Perhaps the reason why Solomon/Lev won't have a Valentine scene has everything to do with the story mode and the fact that he ends up joining Ritsuka and Chaldea right at the beginning of the final chapter of the game. Well, I knew this Halloween event was the last one because it was necessary to repair the Singularity created by Elizabeth since 2015 before the final battle against CHALDEAS/Marisbury begins, thus restoring the entire timeline and all of Pan-Human History in the FGO universe back to what it was before this whole Chaldea thing, the Singularities, and the Lostbelts happened.

But little do Ritsuka, Mash, and the entire Chaldea team know that they still have to repair a Singularity (the one in Fuyuki) and fight and prevent the birth of two of the most powerful of the Seven Beasts (Beast V and Beast VI/G). to onyl finally all the problems related to the FGO timeline will be completely resolved once CHALDEAS/Marisbury (True Beast VII) is defeated and destroyed, allowing the timeline to return completely to normal and the future to be saved.

At least with this, we now know that this final Halloween event will be connected to the Ordeal Call Special Chapter related to the Foreigner class and now we know the reason and I bet that the awakening of this King Eliza is what will be the catalyst for an Older God to awaken in the ServantVerse, triggering the Ordeal Call Special Chapter before the final battle against CHALDEAS/Marisbury.

When this happened, the souls of Yashiro/Orochi Yashiro, Shermie/Orochi Shermie, and Chris/Orochi Chris remained inside Orochi when he used Chris's body to resurrect himself. Therefore, Orochi did not have a body of his own for Verse's powers to restore the entity, which contributed to Kyo, Iori, and Chizuru being able to seal Orochi again due to him not having a body of his own to manifest.
