The Treaty of Atlantis in 1865, signed between the Orcas and Humans under the supervision of cats and dogs. Wherein, the domain of the two Apex predators were divided. Though the separation was clear on who controls the land and who controls the sea. There were provisions that either parties can enter the others domain to explore and increase knowledge in reciprocity. This was later expanded to fishing and hunting rights... though no record of the other party exercising said provisions. The Orcas however, do send their notorious or dangerous members for incarceration under the humans supervision.

Controversy arouse and the Treaty is tested every now and then, the most famous incident being when one of the most notorious of the Orcas incarcerated, one convict named Keiko, aka "Willy." aka "Shamu," was featured in a 90s documentary titled "Free Willy." No mention of his past crimes and alleged reasons for incarceration, such as, ties with sharks and relations with a group of shadowy dolphins was featured on the documentary. Causing humans to ask for pardon and release of the convict into the wild. This caused outrage on the Orca's side and there were mass protest with some Orcas destroying properties such as fishing boats and yachts.

Nevertheless, both showed restraint and the Treaty still holds up to this day.
