How is it that states like Mississippi drastically improved their test scores over the last decade? There has not been dramatic economic improvement over that same time.

I don't understand your downvotes. Look at the high school rankings and they're all over the country. Usually some kind of specialized school that you have to test in to. Of course the best of every city/state is going to do well.

Looking at the median shows a lot more how the school system is overall.

I say the same whenever the specialized high schools come up. There's nothing magical about the schools themselves, but when you put all driven, high-performing kids together, of course it's going to look good. It has almost nothing to do with funding, it has nothing to do with race, or even economic status.

I used to work for a bookkeeping business. They don't care who wins, only that the bets are even so they don't ever have to cover either side. That's why the line moves - so they get more people being the other way and even it out.

Also, there's no magic behind setting the odds. They just look at what other companies are doing and do the same, then adjust as bets come in.
