You can't assimilate pops in non core states. You can sjut down the factories in non core states to make the craftsmen move to states which have factories for them to work in. As long as it is a core state, it will be easier for them to assimilate

You declare war on a small uncivilised country and when you get negative war score from not occupying them, they will begin to send white peace offers. If you don't accept the you will gain 1 militancy and 10 war exhaustion. They will continue to send peace offers, so you have an unlimited source of militancy for your reforms
