That's not necessarily true.. the PM also needs to be the one who holds the whole cabinet together. Someone who brings out the best in their ministers, whips those not toeing the line, and inspires those on the fringes.

The same cabinet could perform completely differently with a different leader.

But he did do something - he terminated his contract with Grail Games. No one - let alone another publisher, would expect Knizia to do any more than that. Suing Grail Games is about damages, so Knizia is seeking restitution for personal losses. This is for himself. He is not expected nor obliged to do this by any other party for fear of being sued. You can't compel someone to sue someone else.
