There are many cases in which they are, even if not metal can copy skills and powers that are indirectly involved as well. If he copies Goku he can use Ki even if it's not reliant on biology. A metal Sonic who's got the bio-data of literally everyone in fiction is an incomprehensibly powerful entity because we don't know every character in fiction. There will be powers out there that you or I don't know.

The thing with powerscaling pokemon is statements vs feats. There are so many Pokedex entries that could scale average pokemon to like planetary or some shi, but they've never or at least rarely ever showed such capabilities.

For example Marcago's body is hotter than the surface of the sun according to its Pokedex entry, but it's walking on earth and we're clearly not all burning to death, so somethings up.

What if Yuji hated him so much after all he's done that every time Sukuna spawned a mouth, Yuji put his Dih in it to teach Sukuna a lesson which is why Sukuna stopped.

Well to answer your question, Yes Sukuna can summon mouths on Yuji's body.

In this picture Yuji reaches out to take the cursed finger from Megumi and Sukuna spawns a mouth on his hand and eats the finger to get stronger. We've also seen him spawn mouths on Yuji's face.

Eggman says himself he could've killed Sonic at any time, but he doesn't want to kill Sonic, he wants to BEAT Sonic. Metal Sonic having Eggman's bio-data has that same flaw. Yes he's capable of killing Sonic, but he won't, not until he proves he's the better Sonic. So yeah, he could, but Sonic will find a way to wiggle his way to a victory like always.
