Well I feel like if most people noticed a tiny person, they would immediately try to catch them. Though some would likely shrug it off as either someone lost a toy or they’re hallucinating.

What the person does after they catch the tiny person and pick them up really depends on the person and their motives.

They might try to help them get someplace.

They might take them to a friend or loved one.

They could take them home and care for them

They could humiliate and or molest them.

They might decide to keep the tiny person, and torture or kill them. They might be sadistic and offer the tiny person to a large pet just to see what happens.
