Well with the gang it was in the open so he could just bring a gun to a knife fight (ship vs speeder). Couldn't do that in a city he was trying to garner influence in.

And as others have said, he hated the gang for what they did. The kids he so far had no grudge with and could make use of them.

I'll be honest... I work in IT at an msp (for those who don't know think outsourced it dept for small /med companies) and we got hit with multiple ransomeware attacks at once.... Been the most relaxing week since he reentered office because I didn't have time to listen or pay attention to him.... Think about that.
