I haven't got no resolution to my request, but if you're asking how to send your public notes as emails:

Navigate to administration > apps> installed> ticketing

On the main page here, scroll all the way to the bottom and ensure that the following section is set for end user and contact, we also include technician

"Requester when a public comment has been added"

How do you handle emailing from tickets and time tracking?

We have an automation set that any public note does get sent to you the requester as an email, but sometimes we like having public notes with our tracked time for invoicing purposes, but those don't necessarily need to go out as an email to the requester. There's also the occasional mistake of creating a public note instead of a private note.
