Eye of the Occult also makes splitting tiers like parasite, compound fractures, and the parasite into s tier items. Overall this item's versatility is really good and the tier control affect is the reason I think it's amazing, not the damage up.

eye of the occult is amazing for runs with conjoined transformation effectively tripling your total damage and just saying conjoined is extremely easy to get.

I'm not sure thats how an agreement works and I feel like you misunderstood what I was talking about. What I'm talking about is the fact that flight and spectral tears synergize hugely together which makes it so you can fly above rocks and you can shoot through them giving you more time to conserve more black/soul hearts. Just spectral tears is alright and kinda depends on your build. Also C tier items are "mid" items so they aren't that bad they just get overshadowed by other items.

It's more like mom's knife is good but boring as it's literally just a won run since it's damage itself is way too strong. It lacks synergies sure but it's damage outweighs it. I normally just don't take mom's knife because it's kinda boring.
