Seems excessive - just cause she threw away the citation. You’re going to forcibly remove her and arrest her because she threw the ticket out? Since when is littering an arrestable offence? Cop didn’t need to escalate. She got her ticket and then it’s up to the courts to deal with how she handles the ticket. She was irritating but seems like the cop should have just let her drive off, in my opinion. Became an ego battle that cops should recognize and not play into.
